Sign of a Border Area

At this point on California 905 in far southern San Diego County, you're just a little more than two miles from the border with Mexico. This sign indicates that there may be people attempting to cross the road, an indication of illegal immigration. Certainly the pictogram doesn't necessarily have to be of illegal immigrants, but considering the place, that would seem to be a reasonable assumption.
