Too Much Bleach?

It looks like someone used a bleaching agent on one of these button-reflector signs on eastbound California 92 in Hayward. The California 92 destination is listed as "Downtown" because, at this point, the freeway is in Hayward. The freeway ends at Interstate 880. From that point, California 92 continues as a boulevard to downtown Hayward.
