This orange detour marker on Broadway in Oakland has been around since at least 2001. This photo was taken in April 2005. Perhaps this is a "just in case" detour. However, I can't remember a time when the California 24 freeway through Oakland has been closed in this part of the city.
Similar markers are along Telegraph Avenue and Claremont Avenue in Oakland.
