Many downtown San Francisco intersections in the South of Market area have directional signs pointing drivers to one of the two major freeways in the city. This sign, at Spear and Howard, also directs traffic to the Bay Bridge.
The Spear street sign at the bottom of the photograph is a typical example of San Francisco street-name signs. The block number is actually a separate sign that is bolted to the larger sign.
