Along Tunnel Road paralleling California 24 in Oakland, westbound traffic is prompted to make a turn in order to reach the next interchange on 24, which leads to California 13 (the Warren Freeway).
This type of trailblazer assembly isn't that common in California. As a bonus, the arrow is actually pointing toward the north. That is correct, because a vehicle following this route will have to make a sharp right turn to reach the freeway on-ramp onto 24.
