Does a Vehicle Count as a Pedestrian?

The rectangular pedestrian-style trolley signal at Townsend Street and the Embarcadero in San Francisco is the same type of signal found at pedestrian crossings along the Embarcadero. But at this angle, it wouldn't be a pedestrian crossing!

The traffic signal for left turns has its own unique characteristics, featuring a flashing yellow phase for protected left turns and U-turns, as indicated on the advisory sign. Obviously, the red phase is shown in this photo, taken in August 2006.
