From One State to Another

There's a small piece of Missouri that can be reached only through Kansas. Kansas 238 is the route between US 36 and a small part of St. Joseph that was stranded when the Missouri River channel was moved as a consequence of flood control work done after flooding in 1952. Why does it merit a state highway? The St. Joseph airport is there! The airport, Rosencrans Memorial, was built in 1939. After the flood control channel was created, the only way to the airport was to go through Kansas.
