US 71 and US 60 meet at an interchange four miles south of Neosho. This sign, on US 60 at the interchange, indicates that Fort Smith, Arkansas is one possible destination in the southbound direction. Fayetteville, Arkansas is actually quite a bit closer to Missouri than Fort Smith, so it's unclear why Fort Smith is being used as the destination on this sign.
