This is the former end of Missouri 249 at Zora Street east of Joplin, before its 2004 extension around Joplin. While the sign says "TO 249", David Backlin believes it "could be an oversight... MoDOT may have forgotten to move the TO to one side above the Business 71 trailblazer."
