Implausible Deniability?

In San Juan County, numerous roads have been given county route numbers, but they're not maintained by the county. While the usual pentagonal shape for county markers is used, red lettering on a white background is used instead of the standard yellow lettering on a blue background. The legend NCM appears at the top of the markers, standing for No County Maintenance.
