No Passing Zone warning

In 1998, the Illinois Department of Transportation was rebuilding US 136 east of Havana (including construction of a new bridge). This sign is trying to warn motorists that the stripes indicating prohibitions against passing haven't yet been put on the pavement.

I've seen a similar Missouri sign, used in the early 1990s, that has since been replaced by a warning sign that says: NO CENTER STRIPE.
